PSIONICS: -------- Psionics are not blocked by walls or earth, however, as the distance to the target increases, the difficulty increases. For example, using ESP to read the thoughts of someone in the next room would be auto- matic (if the victim was unshielded). Reading the thoughts of someone halfway across the continent would require a difficult skill roll and a further expenditure of psionic points(see Range). 1) Roll percentage dice to see if a PC has psychic potential. There is a 1% + PSY bonus chance that a character has psychic potential. (A character with a 17 PSY would have a 3% chance). 2) There is a 10% chance(cumulative) per XP level that a character with psychic potential has awoken a psionic ability. If a psionic ability is gained there is a chance equal to the character's psychic potential that a second ability will be immediately gained.
